A petitioner Francis Waigwa says that the advert by the state has created peculiar requirements that are tailored by the secretary to the public prosecution and have no intention of realizing competitiveness objective.
Mr. Waikwa says that the said requirements are targeted to exclude a class of persons from applying for the available positions in the office of DPP.
He alludes that the critical persons in the intended exercise is the DPP, and his absence the intended recruitment is irregular and ill-intended.
Waigwa claims that the expected qualifications as listed in the advert including the requirement of 18-years experience for the position of DPP and senior assistant Director of public prosecution is ridiculous, way beyond the requirement for the position of DPP.
According to Waigwa, this is a deliberate attempt intended to completely lock out deserving interested applicants.
Ms. Dorcas Oduor, Secretary of the Advisory Board Office of the DPP and the AG have been named as respondents.
